The 5.2-hectare project site is located in Section 6 of the Capitol Subdivision. It is bounded by Meralco Avenue, the Chronicle Building, Tektite Road, Pearl Drive and Amber Avenue. The Objective of the study is to establish the possible types of development that will be able to optimize the use of the property. The specific task is to arrive at an appropriate development that is responsive to perceivable needs with respect to the property's location, compatibility with market demands and in consonance with existing development standards and efficiency in utilizing energy.

Parametric sensitivity analysis is conducted for the project with the following variables: a) mark up on land price b) land occupance, c) floor area efficiency, and d) land develop-ment costs.

Several floor area ratios (FAR) are simulated to determine the optimum land use intensity, capacity thresholds as well as utility requirements. A final check is made on occupant car requirements and disposition of recreation spaces.
