The case of developing lands for urban functions and tourist activities at Bais City is an off-shoot of the study for the site of the provincial industrial estate. The supplementary study proposes two development scenarios that depend upon the establishment of an air transport facility in the city. For both development scenarios, Bais City shall be prompted as the site for the provincial industrial estate. Eco-tourism, is being promoted as a nature-based tourism both inland and along the coastline and in the waters of Bais Bay and Tanon Strait. The land use strategy is to balance industrialization and servicing of people in the tourist trade, using nature conservation, development and utilization as keys to such activities.

The first scenario provides an air transport facility beside a seaport that will cause the relocation of the CBD. The second scenario provides for only a seaport that will result in having the CBD in its original location, but can be allowed to expand further west on higher ground.
