The Conceptual Development Plan for Bagong Diwa is for the purpose of articulating in clusters of development the diverse police and penology facilities located or to be located in the 47.8 hectares of land. The camp also called Camp Ricardo Papa is located at Lower Bicutan, Taguig. It is in the southernmost portion of the former military reservation of Fort William McKinley. The property has for its southern boundary the Manlong Creek. It has a longer frontage along General Santos Avenue than along the proposed Circumferential-6 (presently Manuel L. Quezon Avenue). The primary needs of the Philippine National Police with regards to sites for the official functions as well as for residential living are concentrated in this area.
When the Bureau of Jail Management and Penology, Department of Local Government and Development decided to rationalize jail facilities in Metropolitan Manila, this action became the catalyst for the preparation of the concept plans for Camp Bagong Diwa. Road access, utility requirements, security arrangements and the placement of the Philippine National Police facilities, the related housing and community sites as well as the disposition of the jail are reflected in the plan. In all, six clusters of like activities with the parade ground as lynch pin, form the land use allocation as detailed below:
