After a favorable court decision on land ownership, but with a diminution of financial resources, the Cultural Center of the Philippines wants to have a development plan for its property by the Manila Bay. The Center is looking at about 70 hectares as its revenue-generating source. Long-term leases covering the property are the only method by which the land can be used for the Center's funds generation. In this regard, the CCP Management called for consultants to propose a Business and Master Development Plan for the property.
In the team's technical proposal, emphasis is given to integrity. This covers a broad a broad spectrum of business and cultural dimensions. Social vision is expressed in aesthetics and in the ideal of financial self-sufficiency.
The team's approach is holistic. This is expressed in the
following:
- A physical setting that will perpetually bind art to people.
- A financial framework that will institutionalize self-sustainability in
the arts.
- A physical plan that will define how Philippine culture is Imagined.
Under a cluster or precinctal strategy, the following land
use zones are proposed:
1. Arts Sanctuary Space
2. Boardwalk Arcade
3. Breezeway
4. Art's "Living Rooms"
5. Coastal Zone
The business plan strategy applies usufruct engagements to unincorporated joint venture schemes. Conjunctively a comprehensive land value program is proposed.
