The Construction Development Corporation of the Philippines in its move to house the operations in a central headquarters necessitated the preparation of an architectural and space program for the complex that is to be located at the Financial Center in the reclamation area.

The programming activities consist of considerations for area requirements, functional and communication linkages, and building design criteria that covers design structure, interior comfort, and finishing and space dividers. The amount of data gathered in the summer of 1978 includes present and projected employee populations, file and storage systems, auxiliary office facilities as well as communications and functional relationships.

Insights of both top management and the rank and file employees are inputs in improving the office conditions and in identifying problem areas.
