In the government's call for new development models for implementing the comprehensive agrarian reform in the country, the noted Filipino economist Sixto K. Roxas approached PROS for a team-up on organizing concepts for communities. The role of PROS in the alliance is for the firm to develop the physical articulation of a management technology that harnesses people's participation at the grassroots. Emphasis is to be given to the sustained support of various government agencies. Methods on how to bridge the gap that existed in the physiological and behavioral responses necessary in recording reactions to environmental stimuli are stressed. The team headed by H. G. Paloma, feels that these factors are important in establishing combinations and relationships in goal setting.

As basis for classifying hierarchies and mixes of production, a matrix of seven juridical units is adopted. The matrix gives meaning to human settlement patterns and in how organizations can ably express functional matters. By merging the functional perspective of communities with the area management systems, a standard is reached. In fine, the specific objectives are to focus on a standard system of analysis, consequently in developments, that are useful for economic analysis, decision-making and in development accounting as these relate to the rural household.
