At the request of Undersecretary of Public Works Romulo del Rosario, the PROS Team provided Pro Bono, the design for a structure behind the existing building situated in a 590-square meter property. At that time Undersecretary del Rosario was a member of the Board of Directors of the Community Chest Foundation, Inc.

The site, being located in the heart of the tourist district of Manila, the demand for rental offices was great. This necessitated maximizing the intensity of use of the property. The Foundation needed the additional revenue the building would generate as fund campaigns were having difficult times.

The four-story affair consisted of a computer classroom for out-of-school youths located at the ground floor. This has a floor area of 62 square meters. The three other floors having a total floor area of 347 square meters are devoted to rental offices. Toilet facilities are conveniently provided.

The total cost of the building is estimated at PhP 5.5 million or at a unit cost of PhP 13,447.00 per square meter. The building is designed as a reinforced concrete structure.
