In January 1999 Filoil Development and Management Corporation (FDMC) invited firms to pre-qualify in a 2-stage bid to plan, develop and manage 134 hectares of its land holdings in Rosario, Noveleta and General Trias, Province of Cavite.
The offer is to development the properties by:
- Transforming the area into a business and residential haven for industrial locators, their workers and their families, and
- Attracting enterprises to Rosario due to the adequacy of utilities, facilities, transport and amenities.
In preparing the bid of the consortium, examining the viability of the socio-economic goals of the town determined the planning process that best fit the context of development. Off-site potentials of surrounding areas of the town, even prospects for reclamation, are indications of the seriousness for total development the consortium is taking.
Three development clusters based on the natural adjacency of lot parcels are proposed. These are the Business Park Cluster, the Neighborhood Center Cluster and the Waterfront Development Cluster. The group of Anson Perdana Bhd, EEI Corporation and PROS is one of three consortia that qualified for the bid.
