When the Philippine government requested the key financial institutions to band together to fund the financial center at the reclamation area, four financial institutions: PNB, GSIS, DBP and Land Bank organized themselves into the Financial Center Association. PNCC, the land reclamation contractor and PEA, the land owner joined the association.
As the land reclamation proceeded, PNB located at the east side of Macapagal Avenue began to construct its headquarters earlier than the rest. GSIS followed, but it used certain properties, beyond what was assigned to it. Land Bank of the Philippines opted out of the consortium. Also parks and roadways were adjusted for better efficiency. The property occupied by GSIS was adjusted to consider the easements when the building was completed. All these called for modifications on land configuration. Readjustments first called for consolidation, than configuration of properties, bridge alignments and assignment of roadways right of way. The final recommendations of delineations where than submitted to the respective boards for approval.
