This project was the first to progress to detailed planning in the reclamation area. The project site comprises a gross area of 209 hectares. This includes the 25-hectare Marina located west of the landmass. With the property being sliced by three major thoroughfares, the neighborhood concept was unified functionally by proposing commercial land uses at the central spine running east-west and perpendicular to the three main roads.

Planning for the First Neighborhood Unit was directed at complementing existing land uses across Roxas Boulevard. The following development concepts were adopted for the project:

1. The neighborhood as a planning unit. The extent of the neighborhood was physically defined as the territory that can easily be traversed on foot.
2. The facilities were programmed to provide personal services and institutional requirements of a self-contained neighborhood.
3. The provision of a variety of house-types to achieve a wide range blending of residential structures that include social, environmental and aesthetic considerations.
4. Allow mixed uses to integrate complementary land uses, to encourage internal interaction and to minimize external travel.
