The project was a demonstration community within the 5.74-hectare section of the Dagat-Dagatan Project in Navotas. It was intended as a demonstration project in the early inception of the Dagat-Dagatan development. The planning concepts projected the way of life in a Filipino village. Built on reclaimed land, the community plan reflected the holistic approach to settlements planning where physical structures are designed to define and enhance the built environment. The community for 500 families featured physical amenities conducive to wholesome social interaction. At Kapitbahayan, housing units were clustered to generate a hierarchy of open spaces that range from private personal spaces to shared areas for diversified activities. Open spaces hierarchically dispersed throughout the community linked the various groupings within the project.
Each family occupies a 48 (for two levels) to 64 (for three levels) square meters dwelling unit. This had ample back of the house areas for washing and other household chores. Community facilities included in the 5.74 hectares are the following: community center, the church, a play area and a central patio.
