- Conceptual Framework
Macabalan-Puntod is the port area of Cagayan de Oro City. With the increase in port operations, consequently stevedoring, some 30 hectares of the area became a squatter settlement on marshy lands bordering the port. A large portion of the settlement is on individually reclaimed lands. The rest of the settlement is on swamps with dwellings on stilts. With funds from the World Bank, an industrial estate with an integrated urban BLISS and a commercial/ civic center complex is planned in 50 hectares of reclaimed land.
Five features are considered in the project: (1) Development of the area as a transport facility. (2) Residential and housing imperative for workers in the port area. (3) Commercial and civic center complex as essential complements in minimizing movements. (4) Appropriate systems for movement of people, goods and services. (5) Complementary integration of all the components in providing efficient functions in the project area.
The area allocation for the project consist of a 30-hectare residential use; 12-hectare industrial estate; 2-hectare Commercial and Civic Center Complex and 6-hectare Transport Industry Zone, Shipping Company offices and warehouses.
For accent elements, a buffer beach zone and a fisherman's cove are proposed. Service roads have a 20.0m ROW. Trellises and pergolas over all-weather walkways supplement the pedestrian circulation system.
