With Muntinlupa, Quezon City, and Taguig as the pilot study areas for its first tranch, the Asian Development Bank (ADB) is providing through HUDCC a technical assistance project for the urban poor of the three (3) local government units.
Key sub-project areas among the array of sites are: New Bilibid Prison-Muntinlupa, National Government Center-East and the North Triangle at Quezon City; and the Food Terminal Incorporated in Taguig.
As a reference for the undertaking, the ADB is looking at how the beneficiaries, the LGUs and the housing agencies can muster enough collaborative actions in pushing for a successful and sustainable urban poor community development program. It is expected that new modalities for financing and technical support, as well as institutional arrangements can be generated by the study in order to provide speedier development and delivery of urban services to the poor. The intent of the program is a broader objective of poverty alleviation in fifteen (15) years as espoused by the United Nations Millennium Development Program. Some 110,000 families are expected to initially benefit from the project. The longer view is when the lessons learned from the study can be projected to localities of Metropolitan Manila and other highly urbanized LGUs of the country.
In all, the project study shall consist of three (3) major
headings. These are:
1. Site Development and Shelter Planning
2. Financing Program
3. Capability Building and Institutional Set-up.
