In line with regionalizing the penology system of the country, the Muntinlupa Estate where the New Bilibid Prison is located is to be made available to raise funds for the program. This consists of 417 hectares of urbanized land. Executive Memorandum of 24 February 1995 instructs the Public Estates Authority, Department of Justice and Department of Interior and Local Government to coordinate in the formulation of the Master Development Plan for the New Bilibid site. It further instructed PEA to conduct a pre-feasibility study, the commission of which PROS undertook.

The pre-investment study takes into consideration the objective of providing public rental housing; the need to plan the Muntinlupa Estate in beneficial relation to the needs of Metro Manila in general and of Muntinlupa in particular; and the need to develop the Muntinlupa Estate as a profitable investment that shall provide subsidies to cover the construction costs of the public rental housing structures and part of the costs of relocating the prison facilities. In these regards a land banking strategy is proposed in order to properly season the land.
