The National Statistics Office (NSO) in its decision to develop its consolidated offices at its 2.0-hectare property, East Avenue, Quezon City is offering to qualified developers a joint-venture arrangement. The NSO Head Office Building is to be built at no expense to the agency in exchange for a usufruct for the co-venturer's use of the residual lands.

To articulate the joint-venture concept, the technical and managerial experience of the Public Estates Authority in selecting the winning co-venturer of NSO has been sought. EDCOP Group Inc., being one of two qualified proponents is taking the challenge and has prepared a proposal that responds to the Terms of Reference. The proposal is for a portion of the property amounting to 5,875 square meters to be allocated to the NSO Head Office Building. The residual of 14,125 square meter is to be developed by the co-venturer.

Three principles are to shape the development of the project.

- The complex shall accommodate a mixed-use development focusing on institutional uses;
- A pedestrian-dominated environment, friendly enough for people to move around in comfort;
- An integrated and creative open space planning to give a strong sense of place.
