The Luisita Estate is a 6,000-hectare hacienda at the geographic center of Tarlac Province. The study synthesizers the various aspects and considerations that can make Hacienda Luisita a strong catalyst for modernization and development in Region III.
The regional analysis considers the climate, geography, demography and socio-economic features as factors that can impact on the locational potentials of Hacienda Luisita. Transportation and telecommunications are established as critical to the success of the project as an industrial estate. The relationship of traditional livelihoods in the municipalities of Tarlac and environs, particularly in the rural sectors are also investigated in order to determine their receptivity to change.
Hacienda Luisita is envisioned to be a "park-like city". Existing land uses in the property include the Luisita Industrial Park, Luisita Golf Course and Country Club, residential developments, amenities including a hospital, elementary and secondary schools, a training center and an airstrip for light air crafts. Proposed future developments in the area include office, commercial, recreational facilities and functional open spaces.
Its strategic location serves two natural functions: as a potentially-vital link for the National Capital Region as well as to Regions I and II; and as an ideal bulk-break and storage area of finished goods for distribution to Northern and Central Luzon. Accessibility allows it to be a potential employment-generating facility for Tarlac, Pampanga, Nueva Ecija and Pangasinan.
