In answer to the Philippine Government's agriculture and fisheries modernization program, studies to formulate strategies to make the industry competitive is now being implemented. One of the major recommendations of the study is the establishment of strategic food and commodity exchanges. Of the four strategic areas, the Province of Batangas is specifically identified. This will cover the Southern Luzon and Bicol provinces. The Provincial government of Batangas has identified Batangas City and the vicinity close to the international seaport as viable sites.
Strategic food and commodity exchanges, also called central markets, wholesale markets, or terminal markets shall have facilities for receiving, unloading, packaging, bulk handling, wholesaling, retailing, reshipping, warehousing and even processing or providing value added to farm produce. It is also expected that a well-organized network of satellite district, provincial and sub-regional markets are linked by land, sea and air.
The facility will provide a broad outlet for products and establish the value of commodities taking into consideration the production, post-harvest and market costs, quality differences and over-all supply and demand conditions.
This is the reason why Batangas City is chosen to be the site for the market. It is optimally located in an assembly point and at the most convenient route between the producing and consuming regions. The proposed project will be a joint governmental, non-governmental and private sector effort.
